The Lebanese Web site Libanoscopie reports that the massacre in Qana was set up by Hezbollah, in order to defeat the seven point plan of the Lebanese government, which would have disarmed the militia:
Knowing full well that Israel will not hesitate to bombard civilian targets, Hizbullah militants placed a rocket launcher on the roof of a building in Qana and brought disabled children inside, in a bid to provoke a response by the Israeli Air Force, to create a new situation, using the massacre of innocents to regain the initiative in the negotiations."
The report is believable because the place, Qana, where there had been an Israeli "massacre" in 1996, and also the timing were very very convenient for Hezbollah.

Lebanon awoke to a new massacre of innocents. The victims are handicapped children who were taking refuge in a building that was attacked by the Israeli Air Force.
Qana again, a symbol, "Grapes of wrath" in 1996 having failed because of this blunder. 40 or perhaps 50 dead today at Qana in South Lebanon.
The Horror. But why a similar blunder? Was it an error? A premeditated massacre? A generally well informed source gave us his version:
"The Hezbollah, pinned down by the seven point plan proposed by Prime Minister Fouad Siniora, which proposes a plan for deployment of the Lebanese army over all of the territory and especially in South Lebanon, and then the disarmament of the militia of the Party of God, wanted to cause the negotiations to fail. It put into operation a Machievellian plan by creating an event that would allow it to cancel this project. Knowing full well that Israel will not hesitate to bombard civilian targets, Hizbullah militants placed a rocket launcher on the roof of a building in Qana and brought disabled children inside, in a bid to provoke a response by the Israeli Air Force, to create a new situation, using the massacre of innocents to regain the initiative in the negotiations."
He adds, "They used Qana because it was already a symbol of the massacre of innocents, they perpetrated a Qana 2."
In fact, the speaker of Parliament Nabih Berri announced that negotiations with US Secretary of State Condoleezza Rice would not be continued at present, before having an unconditional cease fire, the first demand of the Hezbollah. Everything must be begun anew.

Mais pourquoi une bavure pareille, une erreur ? Un massacre prémédité ? Une source généralement bien informée nous raconte sa version :
« Le Hezbollah, coincé par les 7 points proposés par le premier ministre Fouad Siniora, qui mettait un plan de déploiement de l’armée libanaise sur tout le territoire et essentiellement au Sud Liban, et donc le désarmement de la milice du parti de Dieu, a voulu faire échouer ces négociations. Il a mis en pace un plan machiavélique en créant un événement qui lui permettrait d’annuler ce projet. Sachant très bien qu’Israël n’aura pas d’état d’âme pour bombarder des cibles civiles, des militants du Hezbollah ont installé une base de lancement de roquettes sur le toit d’un immeuble à Cana et y ont entassé des enfants infirmes dans la ferme intention de voir une réplique de la part de l’aviation israélienne et créer une nouvelle situation, utilisant le massacre de ces innocents pour reprendre l’initiative des négociations. »
Ajoutant : « ils ont utilise Cana qui a déjà été un symbole d’un massacre d’innocents, ils ont fomenté un Cana 2 ».
En effet le président de la chambre Nabih Berri a annoncé que les négociations avec la secrétaire d’état américaine Condoleezza Rice ne seront plus poursuivies pour le moment avant d’avoir un cessez le feu inconditionnel, première revendication du Hezbollah , il faut tout reprendre à nouveau.

According to what I read at http://tyros.leb.net/qana2 about both Qana Masssacres, I can say that Qana Massacres were pretty much intentional. Besides, this is not the first or last Massacres Israel had, have and will commit.
