Was Saddam Hussein really developing WMD?

The report is a summary of findings. Some of the claims are certainly true, but it is hard to say we have a smoking gun here. I like John Loftus and for that reason, I tend to credit what he writes. It would fit with some other things too. But the proof is lacking and there are some serious holes in the story.
My first reaction, which is very probably wrong, is guarded skepticism. Frankly, it seems incredible that all the information, from different sources, which John Loftus cites, was simply ignored or lost. Once or twice could be a coincidence. Repeated failures of this sort conjure up paranoid conspiracy theories. It might be true, but this sounds too much like the Zen guru who can really levitate, but he can only do it when nobody is looking, and of course, you have to pay to see it and become an initiate. Sure, and the aliens landed at Roswell New Mexico, but the FBI is covering up the evidence, right? Caveat Lector.
